2021 Project of Enhancing Functional Groups of the Environmental Enforcement Management Systems

The primary outcomes achieved by this project in 2021 are as follows: 1. Maintain the operation of the Environmental Enforcement Management System (EEMS) functional groups User feedback was resolved, and questions were replied. The theme and style of the homepage were updated according to holidays and seasons. 2. Adjust the functions of EEMS functional groups In 2021, this project completed the following tasks: developing other water pollution categories and adding related worksheet functions, adding a data entry module for dioxin inspection at stationary pollution sources, changing the setting in the criminal case section and establishing a penalty tracking system, adjusting the functions of writing off deposit and operation forms of pending transfer cases, modifying the payment and remittance functions of installment cases, and adding the setting of batch changing user data. 3. Create labels for inspection and disposition cases As environmental inspection cases drew increasing attention, this project created specific labels for policy formulation, public opinion, and particular attributes associated with stages in the inspection procedure for meeting the requirements of various government units. The labels were designed based on the perspective of the first-line personnel, and thus, labeled cases were precisely categorized. This improved the accuracy of investigating and compiling cases for the management units. 4. Independent operation of numerous mobile source cases In response to the amendment of the Air Pollution Control Act, numerous overdue vehicle reports and final decisions have been made. This project assisted the Department of Air Quality Protection and Noise Control in establishing the Mobile Source Information Management System to facilitate the filing of inspections, reports, and final decisions by uploading cases in batches. This project has received inspections, reports, and final decision cases from the Mobile Source Information Management System. 5. Counsel and opinion exchange This project integrated the existing teaching videos of the system and added demonstration videos for each stage of the system operation to provide new users with online learning materials to rapidly understand the system operation and functions. This project also organized one seminar for system administrators and provided educational training courses to meet the requirements of other government units to enhance operation efficiency and accuracy. In addition to executing tasks under contract, this project team, in the spirit of constantly improving our service quality, has endeavored to meet the requirements of all work plans so that both users and administrators may enjoy the convenience of this system.
